ELDERSBURG, Md. - Rooted, a collaboration with ReLeaf Shop, will celebrate its grand opening on Friday, Oct. 30, with opening remarks at 12:50 p.m. and a ribbon cutting at 1 p.m. at 1337 Liberty Road in Eldersburg.

The medical and adult-use dispensary is a partnership between Rooted Cannabis founder Andrae McEnnis, a 20-year military veteran, and Connor Whelton, co-founder of the Eldersburg license and CEO of ReLeaf Shop, which the Whelton family opened in Baltimore's Mount Vernon neighborhood in 2018. Whelton brings the ReLeaf Shop team and eight years of running a licensed Maryland dispensary to the partnership. The Eldersburg store is already serving customers, and Friday marks its official grand opening.
"Most of my projects, I build and hand off," McEnnis said. "This one I'm going to be in every week. I want people in Eldersburg to be glad we're here, and that starts with how we treat them at the counter."
McEnnis spent two decades in the military, then went into real estate development, with projects in Florida, Michigan, Texas and Maryland. Carroll County's planning commission approved the site plan for the Liberty Road store in September 2025.
"For years we had customers driving down from Sykesville, Westminster and Mount Airy to shop with us in Baltimore," said Connor Whelton, CEO of ReLeaf Shop. "Andrae knows this community. Now the same menu, the same buyers and the same rewards program are 25 minutes closer to home."
Working alongside Connor is his father, Dr. Andrew Whelton, a professor of medicine at the Johns Hopkins University School of Medicine and a past president of the American College of Clinical Pharmacology. As a young Army doctor in Vietnam, he commanded the first combat renal dialysis center the Army set up, in Saigon, and received the Army Commendation Medal.
"I spent a lot of my career running drug trials, so I care about what's on the label," Whelton said.
Friday's celebration runs from late morning into the evening, with barbecue from George's BBQ from 11 a.m. to 2 p.m. and Bearded Ray's from 4 to 7 p.m., a photo booth from 1 to 4 p.m. and a DJ from 4 to 7 p.m.

Both founders served, and the store honors that with a standing discount: active-duty and retired military members get 25% off non-sale products every day.
The opening comes as federal and local officials tighten rules on THC products sold outside licensed stores. New federal limits on hemp-derived THC take effect Nov. 12, with a second phase Dec. 11. In October, Baltimore passed a law that lets the city padlock shops caught selling cannabis illegally more than once. Products sold in Maryland's licensed dispensaries are tracked through the state's seed-to-sale system and tested by independent labs. Our 2026 Maryland cannabis law guide covers the rules for shoppers.
The Eldersburg store is open 9 a.m. to 10 p.m. every day and has free parking on site. Customers can order ahead on the Eldersburg menu and pick up in the store. Rewards points work at both the Eldersburg and Baltimore stores. Registered medical patients don't pay Maryland's 12% sales tax on cannabis.
